New old stock product.  Purchased from an old line Honda dealer who stocked lots of OEM and high quality replacement parts in the heyday of Japanese imports but is now closed. 

 It 14.5" long 13.5" wide with two wing nut mounts. It has two small mounting holes in the back that are 1.25" on center The documentation is pictured  (but documentation has been lost) Beyond that I cannot speculate. At $49 it is a giveaway price.
